2007-2008 Members

Alan Kassen
President

Alan Kassen was elected by the Board of Trustees in 2001 and re-elected in 2004. He has served as the vice-president and became the board president in 2006. He has participated in Leadership TASB, the statewide leadership training program of the Texas Association of School Boards. He has also completed numerous hours of additional training for school trustees. Mr. Kassen and wife, Marla, are the proud parents of three sons, a freshmen, an 8th grader, and a first grader. He attended Oklahoma University and received his Bachelor’s degree from Western Illinois University in Business. He is employed as the Assistant Fire Chief of the Arlington Fire Department.

Josh Brinkley
Member

Josh Brinkley was elected to the Board of Trustees in 2006. He is involved in board training programs through the Texas Association of School Boards. Mr. Brinkley will continue to serve for the next three years while receiving certification. Mr. Brinkley, a former graduate of Valley View ISD in 1998, is the father of two daughters. He is married to Shawna Brinkley and one daughter is presently attending Kindergarten at VVISD. A graduate of the University of North Texas, he is currently attending the Texas Wesleyn School of Law.


Janet Bayer
Vice President

Janet Bayer was elected to the Board of Trustees in 1997 and is still serving in that capacity. She is presently serving as vice president of the board and has previously served as president of the board. She has completed the statewide training program, Leadership TASB, sponsored by the Texas Association of School Boards as well as other board training programs. Mrs. Bayer and husband, Chris, have two daughters and two sons. One daughter is a graduate student at Texas Tech University while the other begins her freshmen year. She has a son that attends Texas A & M University and another son that will be a freshmen in the VVISD. Mrs. Bayer graduated with a Bachelor’s degree in Business Management from LeTourneau University. She is employed by Urcel Myers & Associates

 

Terri Wilhite
Secretary

Terri Wilhite was elected to the board in 2005. She has completed the training program provided by the Texas Association of School Board, the statewide leadership training program as well as other board training programs. Mrs. Wilhite is married to Joel Wilhite and is the mother of two twin daughters presently attending Valley View Middle School. She attended Texas A & M University and received a bachelor’s degree in Agricultural Economics. Mrs. Wilhite is an active volunteer in her community and works diligently with the “Keep Valley View Beautiful”. She is employed by Wilhite Land Surveying, Inc.

   


Clint Grant
Member

Clint Grant was appointed to the Board of Trustees at the May, 2007 school board meeting. He has two children attending VVISD. One will be in the 4th grade and the other in the 5th grade. Mr. Grant moved to Valley View in 2001 with his wife Monica Mendez-Grant and their two children and reside in Mountain Springs. Mr. Grant received a Bachelors degree from Embry-Riddle Aeronautical University, and an MBA from the University of North Texas. He is the Department Chair of the Aeronautical Technology Department at Tarrant County College. Mr. Grant is a coach and commissioner for the Dixie Youth Baseball League in Valley View.

Ray Sappington
Member

Ray Sappington was elected to the Board of Trustees in 2005. He has completed the statewide training program, Leadership TASB, sponsored by the Texas Association of School Boards as well as other board training programs. Mr. Sappington is married to Amy Sappington and the father of two daughters in the 3rd and 5th grade at VVISD. Mr. Sappington is a 1985 graduate of Valley View. He attended North Central Texas College and is employed with the Texas Department of Public Safety. He has been assigned to the Texas Highway Patrol out of Gainesville.

What Does your School Board do?

The Board of Trustees is a policy making body of persons, elected by the citizens of a school district. The policies which it establishes are executed by the administration of the schools. Board members have no authority except when functioning as a member of the board in an official meeting.

Candidates run for specific places but do not represent certain geographical areas. Following the annual election, the Board elects a president, a vice-president and a secretary to serve one-year terms.

Major responsibilities of the Board:

• Manage and govern the public schools of the District;
• Adopt such rules, regulations and bylaws as the Board deems appropriate;
• Levy and collect taxes and issue bonds;
• Prepare, adopt and file a budget for the succeeding fiscal year and file a report of the disbursements and receipts for the preceding fiscal year;
• Have the District's fiscal account audited at district expense by a Texas certified accountant;
• Receive bequests and donations or other monies or funds coming legally into its hands in the name of the district;
• Order, canvass the returns, declare results and issue certificates of elections as required by law;
• Acquire and hold real and personal property in the name of the district; and
• Have the legal power and duty to perform other specific duties imposed by statutes of the State of Texas. (Sec BAA, Board Policy Manual)

Are Board meetings open to the public?

Every meeting of the Board shall be open to the public. The Board may, however, adjourn to an executive session to discuss personnel matters or land acquisitions, to obtain certain legal counsel and discuss litigation or to discuss cases involving discipline of a student enrolled in public school.

When and where does the Board meet?

Regular Board meetings are scheduled for the first Monday after the 15th of each month at 7 p.m. in the Bert Glascock Memorial Library, 700 Frontage Road, Valley View, Texas. The Board reserves the right to change Board meetings to other days and times whenever it becomes necessary.

What is the procedure for addressing the Board?

A 30-minute general open forum will be held at the beginning of each regular Board meeting to allow for public input on any topic. Patrons wishing to address the Board should sign-in on the designated sheet.

When recognized by the Board chairman, please approach the lectern, identify yourself by
• name
• address
• if applicable, the organization you represent.

All remarks should be addressed to the Board as a whole; Board members will listen but not respond to remarks made during open forums. Please limit your comments to three minutes. Delegations of more than five persons should appoint one person to represent the group’s views.

Discussions of personnel or comments regarding District employees are not appropriate during Board meetings.
